Federated Trust: Distributed Participation, Coordinated Assurance

Trust can be distributed without becoming fragmented.

Workforce transparency does not require one organisation to own every record. Workers, employers, contractors, labour providers, auditors, regulators, industry bodies and systems of record each have different roles and legitimate interests. Independent participants can retain control of source data while sharing authorised claims through trusted relationships.

How federated assurance works

• participants identify their roles and responsibilities;
• claims describe a relationship, event or status;
• authorised parties provide attestations;
• evidence remains traceable to its source;
• assertions provide a reasoned confidence outcome;
• access is proportionate to role and responsibility.

Four principles make the model practical. Source authority means the organisation responsible for a record remains accountable for it. Delegated verification allows an authorised party to check a claim without taking ownership of all the source data. Proportional access limits what is shared to a legitimate purpose. Shared accountability makes clear who made, verified, relied on or challenged an assertion.

For example, an authorised recipient may need confirmation that a relationship has been verified, not a copy of every employment, identity or payroll document. A trusted reference and an auditable verification route can provide that answer while maintaining information boundaries.

What it avoids

Federated trust is not a central database, an assumption that every participant has equal authority, or a licence to copy all underlying data. Nor is it a generic technology network: its connections must reflect legitimate relationships, purposes and authority. It is a coordination model for independent actors.

The alternative is often framed as centralising everything or accepting fragmentation. Federation offers a third path: coordinate what can be trusted, let assurance travel where it is authorised, and preserve responsible control at the source.

Trust is distributed. Assurance is coordinated.
